| Summary of Career Experience | David originally trained and worked as a social worker in the North West of England, working with all client groups. His interest in partnership working developed in the late 1970s and resulted in a move to Kent in 1980 where he led a social work team in learning disability services and was also responsible for managing the discharge of 1,000 patients from a local long stay hospital (including its eventual closure). He was a co-opted member of the Hospital Management Team and work also incorporated collaboration with over 40 local authorities and NHS organisations, including the transfer of several million pounds to local services as patients were discharged. He then became responsible for managing all learning disability services for children and adults in the west of Kent " 500+ staff, 13 locations and a budget in excess of £6million p.a.. For the 18 months prior to leaving Kent he was seconded to HQ to help establish a large independent Housing Trust which was formed in 1991. David established his own consultancy business in 1991 and continued to work with NHS and local authority organisations on a wide range of assignments. Work typically fell into the following categories: policy/strategy formulation and review; service development and review; partnership developments; strategy implementation; managing the change process; independent investigations. Interest in the voluntary sector has been maintained for many years and since 2001 David has been Vice Chair of Care Partners Trust, a charity based in SE London providing domiciliary and other specialist support services for older and disabled people. The charity employs over 400 staff and has an annual turnover in excess of £8million. |
| Key Achievements | Reduced the re-admission rate in a long-stay hospital from 50% p.a. annum to 0.5% p.a. in two years by improving pre-discharge planning and post-discharge follow up. Established one of the first Community Mental Health Teams in the UK in 1978. Enabled a PCT and Local Authority to integrate their commissioning of £25m of mental health services using the flexibilities under the Health Act, 1999. Successfully enabled a PCT to transfer 38 beds and several support services for older into the largest Local Authority PFI Scheme in the country at the time. Worked with 17 statutory and voluntary organisations in a South London Borough to create a multi-agency out of hours service, incorporating GP, local council and other services. |
